According to SEOcompany (www.seocompany.ca), Page Rank has not been updated since February 26. My personal blog hit PR4 in three months. Three months later it was at a PR5. I suspect it might take longer than three months to get to PR6, but there's really no trick. If you are in a tight niche like I am in then you'll get back links as more and more people learn about what you are doing and read you. It is easier, I'll say, for a blog rather than a static website, though. With a static site you have to do some active link building whereas with a blog the link building kind of takes care of itself. It doesn’t take long to hit PR4 if you do everything right.
